We analyzed textbooks for the three student populations being tested by TIMSS. These books were not sampled randomly but by using the best available data on how widely each was used. We supplemented this basic sample with special samples to include important specialized textbooks — Algebra I texts commonly used at grade 8, single-discipline texts such as grade 8 earth science books, etc. We restricted Population 3 textbooks to those used by specialist populations — in particular, calculus and physics books.

Exhibit I3 shows the particular topics that are common among state science curriculum guides. Apparently most states plan science curricula with large numbers of topics but not many of the same topics. (Exhibit 13 shows only the science topics common to state plans for at least 70 percent of the states sampled). Why would states differ so much in the topics they planned to include in their opportunities for science learning? S. school science appears not widely organized for cumulative learning and distributed mastery.
