Santayana has set the bar high. Such philosophy must be self-consciously personal, it must be somewhere rather than nowhere. Such philosophy must be marked by self-knowledge, it must understand the (changing) place that is its own particular somewhere. And, such philosophy must be imaginative, it must create, must refashion, a story that imagines feelings and thoughts. The question here is not whether philosophy will or will not be literature. It is literature—autobiography, poetry, drama. The only question is whether or not it will be dogmatic literature.
